Thinly green onions

Soak the preserved cabbage in water for 30 minutes

Drain dry and cut into small pieces

Thinly shred the ginger

In a serving plate, arrange a layer of green onions on the bottom. Add a fish belly on top

Steam the fish over water on high heat for 7-8 minutes

When finished steaming, add another layer of green onions on top of the fish

Pour the hot oil and soy sauce over the fish
